White House Manipulated Climate Change Science, says Report

After a 16-month investigation, a new report from the House Oversight and Government Reform Committee came to the "inescapable" conclusion that "the Bush Administration has engaged in a systematic effort to manipulate climate change science, mislead policy makers and the public about the dangers of global warming." The committee is chaired by Rep. Henry Waxman, D-Calif.

Republicans on the committee called the report a "political attack" and their findings question the democrat's conclusion and investigative methods. The White House called the allegations untrue, according to the ABC News article.

According to the report, the White House Council on Environmental Quality (CEQ) controlled which government scientists could respond to media inquiries, thereby suppressing dissemination of scientific views that could conflict with administration policies. Scientists who denied a link between stronger hurricanes and global warming were given approval by CEQ over scientists who suggested a link. After Hurricane Katrina in 2005, White House approval for interviews with journalists became more prevalent. The committee obtained 27,000 documents from the CEQ during the investigation.

The report also stated that the White House minimized the signs of climate change by editing government climate change reports and editing scientific testimony to Congress.

"Claims that the administration interfered with scientists and with science are false." said CEQ chairman James Connaughton.

"A thorough investigation would have sought further evidence to complete the record before drawing conclusions based on the uncorroborated statements of one individual," the Republican report said.

Here is the link to the entire report (pdf file).

Update (12/12/07)........

In a follow up to this story, ABC News has a report in which Max Mayfield, the former director of the National Hurricane Center denies the committee's report that he was politically pressured to downplay the link between global warming and hurricanes during congressional testimony. Here is the link to the story.

Chance Metz:

What it should say is they made it say what it should .They manipulated the data and all to make global waring a big scare and this is the truth, get used to it Al gore, you will lose!

Patrick Henry:

Dr. Hansen has been disseminating wild misinformation, in order to push Al Gore's political agenda.

What right does the White House have to try to control illegal political activities by civil servants? We all know that sea level is going to rise 25 meters this century. Hansen would never make anything up.

BrooklineTom:

Two years after the right-wing lost its stranglehold on Congress, the truth is finally beginning to emerge.

The report names names and cites documents. Documents that the White House tried hard to suppress. Documents that the White House tried hard to suppress because they shine a bright spotlight on the lies of this administration.

This report should be required reading for every American who values scientific integrity over political expedience.

Of course our contrarians will jump, spin, wail, gnash their teeth, and erect legions of snow-men.

I predict a strong stench of red-herring will soon permeate this thread, as our contrarians spread their chum and chaff to avoid facing the truth of what Cheney/Bush et al have done.

Keep your eyes on the evidence, folks. The evidence. All those footnotes. All those documents. All those emails. All those witnesses.

The evidence.

Frankly, this doesn't surprise me at all. This is the most ideologically driven and anti-science administration to come along in a long time. Should we really expect more from people that don't 'believe' evolution exists? I just wish they would keep their religio-politics out of the science.

Oiznop:

**YAWN**....Did someone say something????

Patrick Henry:

If the Democrats were actually interested in the issue of political manipulation wrt hurricanes and CO2, they would have investigated Chris Landsea's complaint that he was being pushed to report a connection which doesn't exist. Obviously their intent (as always) is to stick it to Bush, which is why Congressional approval ratings are at 20%.

mc:

Yes, because no doubt there is a link between global warming and hurricance activity. What's this year's excuse guys, wind shear again? Sounds to me like the White House is just practicing the same kind selective editing that all other news agencies do. I know, the democrats are above all of this, pleeeease.....

Jim Arndt:

Hi Guys,

So Bush manipulated the data huh. What a surprise. He probably was following the lead of many others. So Bush did and Al, NASA, NOAA, Hansen, Mann, IPCC, Weather Channel and the Bali Letter of Concerned Scientist didn't manipulate the data. I am appalled that he would do that and the others never did. He should have followed by example. OK sarcasm off now. LOL pretty funny that they hold Bush to the fire but let the others off. How about somebody here who thinks that CO2 is causing the warming actually show so sort of data to prove that it is doing what they say. From my POV CO2 is doing nothing. No tropospheric warming of any kind which according to the fundamentals of AGW says it should warm by 2-3 times faster than the surface. Stratosphere is warming and it should be cooling. Surface temperatures should be rising but they are flat. Should be more hurricanes but there are less. BOY! I could go on and on and on and on about the ways CO2 AGW theory is wrong but HEY! the models say it is so even though there is no evidence. Hey BT, Mark, Boris and the other AGW crowd I here Junkscience.com is offering $125,000.00 for the first person to prove AGW is real. Any takers? No debate left right? Go get your $125,000.00. LOL

Al:

This administration has a long history of allegations that they mess with science and also scientists, and frankly I believe it. I can testify working for a state environmental agency
that it happens all the time. It has happened to me on more than one occasion where senior administration officials "spin" science (lets face it, spinning is lying) and outright did lie to change somethings put forth by biologists they didn't like, because it was contrary to their party line. Incredibly ignorant and an affront to all of us.

If administrations would let their people do their jobs and tell the truth, everything would be fine. Its incredible to me these people never learn that.

All administrations have spokespeople and pick and choose who can speak. They frequently muzzle those who are most in the know for political expedience. Its a fact. One we should all use our votes to change.

And the sad part here is, scientists are
disproving a lot of the global warming hysteria and speaking out, and this throws a shadow over that.

PaulB:

It is becoming increasingly confused when we try to discuss the "climate" in a civilized manner. As partisan reports are published from both sides, we the "consumer" are continuously bombarded with nothing but rhetoric. Alarmists would want to convince us that everything is a result of or cause of global warming. Nothing that occurs is opposite to this "philosophy". Increased heat=AGW; decreased heat=AGW; increased cold=AGW; decreased cold=AGW; Increased active weather=AGW; decreased active weather=AGW etc. etc.
Can anyone explain to me (and I'm sure many many others) at what point does reality point to a CHANGE results? Currently, reality ALWAYS points to global warming.
Logically, with this philosophy, we will never see a change despite action or inaction; which in itself is illogical.
Is anyone qualified enough to say that a series of weather events point to a change in results?
Is anyone qualified enough to say what is the REAL cause of this change in weather events?
Or are we doomed to endure the politics laden with half truths, suppositions and innuendo.

Rick Ressler:

Rep. Henry Waxman is a Democrat from California who is a true believer in AGW. He believes that the science is settled and that the government must take action immediately to save the planet. You can get a better understanding of his position on AGW simply by reading his public statements at the Hearing of the Committee on Oversight and Government Reform - Black Carbon and Global Warming, Oct. 18, 2007. Here is the link:
http://www.vote-smart.org/speech_detail.php?sc_id=326654&keyword=&phrase=&contain=

Folks, the game is politics, not science and liberal Democrats like Waxman are beating the drum as loudly as possible to convince us all that they have the answers. The stakes are high because so much power over our lives and liberties hangs in the balance.

Marie:

mc,

no doubt there is a link between global warming and hurricance activity

Your words are the words of a true believer without a spell checker.

Here are the words of NOAA's top hurricane expert.

improved monitoring in recent years is responsible for most, if not all, of the observed trend in increasing frequency of tropical cyclones.

RK:

I am glad we have an administration that can face up to, and tone down the dire fantasies of the AGW crowd. The rhetoric and exaggerations spawned by the alarmists lie outside the realm of science and have shifted into policy-making. I am glad that the administration's policy-makers are taking a commonsense approach, which we sorely need now with the fullscale fearmongering created by the IPCC, Hansen and their partners-in-alarm.

mrsund:

CEQ eliminated these sentences from the draft -

Climate modeling capabilities have improved dramatically in recent years and can be expected to continue to do so. As a result, scientists are now able to model earth system processes and the coupling of those processes on a regional and global scale with increasing precision and reliability.

They were right to remove them. These sentences are gross exagerations.
They were also right to muzzle government activists speculating on how global warming caused Katrina and would continiue to spawn even worse hurricanes.

I was in the Navy during the Clinton presidency. Do you think they muzzled people who opposed the proposed gays in the military policy?

Mark:

This administration is not only secretive, but they lie all the time. This suppression of information is Communist-like. I'm surprised that the fanatical Right, amidst their paranoia with Communism, would tolerate this type of behavior.

Just shows how hypocritical they are.

Patrick Henry:

Mark,

Suppression of information? Nothing is ever secret these days and everything leaks.

Hansen is probably the most vocal and unconstrained scientist in the history of the world, yet he imagines himself to be "supressed." The paranoid disconnect on this issue from the left is nothing short of bizarre.

Eric:

You want to talk about manipulating data? Why is it that anyone still thinks a rise in CO2 causes temperature rise? That is FALSE. A rise in temperature causes a rise in CO2, just do a little research, or if you're especially ambitious, conduct an experiment of your own.

Clearly the push from democrats has had their fictitious CO2/temperature relationship at the forefront of their battle cry. People hear this and accept it as the truth. In Al Gore's movie, the "hockey stick graph" had its time plots all messed up, out of alignment. Don't believe me, again, research. That is truly manipulating data.

JP:

Mark and BT,

The suppression of what information? Just who was being suppressed? NOAA? The IPCC? NASA? The JPL? The AMS? Accuweather? The Weather Channel? The NAS? The Oscar Committe? Real Climate? The Nobel Committee? If I remember correctly, Dr Hansen has given over 1480 interviews since 1988 -all of which gave him his soap box. Good grief, the AGW alarmists have gotten the largest, best funded, and best organized group of people in the West to platform thier ideas. You litterally cannot escape them.

And Please, Rep Waxman currently has over 110 ongoing "investigations" -this AGW suppression complaint is just one of them.

Al:

The only way this debate is going to be settled
is if both sides of the issue are able to speak freely. Put forth a hypothesis and prove or disprove it. Not consensus building which has no place in science (IPCC)

Editing on either side can be a dangerous game, and although some edits are necessary (like removing rhetoric, personal attacks etc), they should be limited.

The science should speak for itself.

I don't believe that climate change is being driven by people, although i do believe there are at least some localized effects such as urban heat island. But i do believe each side should engage in active scientific discussion and debate. We would be a lot farther along
now if politics and outside influences were minimized.

It will now be easy for the AGW crowd
to begin accusing those opposing it that they
are in bed with the current administration because of this report. And that can once
again shroud the good scientists who are just trying to be scientists. Hopefully people will be able to maintain a clear head and separate
the politics from the science.

Glenn Rubel:

Brett, Brett, Brett:

Do you have no shame? That report is nothing more than a Dem political hit job and your title is nothing more than shameless water-totting for the global warming fanatics. Please stick to weather where your predictions are already suspect.

Reply: That's why in the title I have "says report". It is not what I am saying. I did not write the report and study the documents. I also noted that the chairman is a democrat and I have included the White House and Republican response. There is no water-totting here. Read the report and decide for yourself.

Chance Metz:

it all comes down to people ahting Bush. It's not even about the science jsut people woant to impeach him over something.

Chance Metz, Can you please pay more attention to your spelling, it's consistently bad. Thanks.

Waxman Led Committee Attacks Bush Administration!

Lee M:

Dr. William Gray, pioneer in the science of seasonal hurricane forecasts, was equally scornful of the Global Warming hysteria. The same day that Al Gore received his Nobel Peace Prize for his monumental work of science fiction, "An Inconvenient Truth," Dr. Gray told a crowd of meteorology students and professional meteorologists the global warming theory is "ridiculous." "We're brainwashing our children," Dr. Gray said. "They're going to the Gore movie and being fed all this. It's ridiculous." Dr. Gray poked holes in alarmists' claims that hurricanes are increasing because of the climate change, citing statistics showing there were 101 hurricanes from 1900 to 1949 during a period of cool temperatures and 83 from 1957 to 2006 when the earth was warmer. "The human impact on the atmosphere is simply too small to have a major effect on global temperatures," he said. Dr. Gray expressed disappointment that his fellow scientists have failed to speak against something they know is wrong. "But they also know that they'd never get any grants if they spoke out." Who the heck would believe Henry Waxmen? The guy is a liberal hack. Just another liberal hatchet job on the real world.

Patrick Henry:

Kate,

Good to see that the Australian PM had the brains to back down when faced with reality, but I doubt Hillary, Obama or the Dems running the Congress do.

rbnyc:

fanatical Right, amidst their paranoia with Communism

Let's see now, communism is estimated to have slaughtered 100 million people in the 20th century and run eastern Europe as an enormous prison camp but to be philosophically opposed to it is to be paranoid.

You, pal, are dillusional.
